perhaps it might be worth the consideration of His Excellency to see, if, with such surplus Funds, he might be able to avoid some private enterprise which might be for the general benefit of the Colony, giving sufficient and good security for the capital and interest:

In concluding this Memorandum I would again remind that in consequence of tranquillity prevailing in the adjacent Provinces of the Chinese Empire more than at the commencement of the year, it cannot be expected that, should order more or less continue to prevail in China, the progressive increase of the Revenue shall continue at such a rapid rate as had been the course during the last twelve months.
